Xbox One and Xbox 360 Policies Hinder Free-to-Play Titles, Says Warframe and World of Tanks Devs

Developers of free-to-play titles like Warframe and World of Tanks have expressed their frustrations with Microsoft’s certification and Xbox Live policies.

Digital Extremes vice-president of publishing Meridith Braun, who recently told OXM that they “would love to see Warframe on the Xbox One,” also said that “the ball is in Microsoft’s court with regards to allowing titles on their system that come from an independent developer and not an established publisher.”

Though Microsoft states it is necessary to ensure a certain level of quality, their current policies require developers to be partnered with a publisher or Microsoft Studios in order to release games on the Xbox Live Marketplace.

Adding to the frustration, Wargaming CEO Victor Kislyi, a publisher who will soon be bringing the PC free-to-play title World of Tanks to the Xbox 360, told Polygon that “One of the biggest challenges with Microsoft was the frequency of updates because the QA process and certification process takes an extremely long time. Totally unacceptable for a meaningful free-to-play.”

“We are working with them to do quicker updates,” he added. “We will see, there is a lot of work on the technical side and on the administrative side which should resolve in the acceptable quality of the product, including updates of the product including speed and rates. So we will see.”

If things get sorted out, we hope to see games like Warframe come to the Xbox One one day and steadier updates for free-to-play titles on the Xbox platforms. What about you?

Thanks, Pixel Enemy and Gamasutra.

  • dieger

so i take it the PS4 and PC will become the F2P consoles?

  • Alex | FamousIsLIVE

inb4 Sony says, We have free-to-play games. And everyone blindly goes to support them on it.

    • Detectx

…How is this blindly supporting them? If they have/support Free to Play games and that what people are really interested to play, then support by all means. DC, Blacklight Retribution, Final Fantasy Versus Online, Planetside 2, and Warframe already coming to PS4. MS needs to follow through.

      • Alex | FamousIsLIVE

Cause all they do is wait for Microsoft to announce something, then see how the community reacts, and either attacks with basic arguments, or just shuts up.

        • Raymond Featherston

How does supporting f2p games mean somebody is blindly following a company? And to be clear here I am talking about the consumers not Sony, your reply did not answer his question he was asking about the blindly following statement not the whole how Sony acts thing. So I shall ask the question he did, how does liking a company that provides a thing that you like mean that you are blindly following them? That is like saying that (I don’t actually think this FYI) I think that anyone who plays and enjoys Halo or Gears of War is blindly following Microsoft because they have those games, how much sense does that make? if you answered none you would be correct! P.S “either attacks with basic arguments” Just curious and this is of course my opinion, but how could any argument be more basic than the ones you provide?

          • http://www.facebook.com/datkidfromawendaw Clay Johnson

I agree, but the analogy isnt all there. Those games are associated with Microsoft. F2P games, self publishing and actually indie devs in general aren’t associated with Sony in the same way. They’re just now putting a page in their store dedicated to those indie dev’d games.

            • Raymond Featherston

Yeah, thanks for pointing that out but you got the point of the analogy at least (lets just pretend that the exclusives I listed were not published by MS, like most of Sony’s new f2p games). Once again I am sorry I just completely blanked on the whole publisher part.

            • http://www.facebook.com/datkidfromawendaw Clay Johnson

Lol no worries man I understood. Also, it’s good to point out that MS just actually changed their stance and IS allowing self publishing as well as having devs use debugged Xbox One to create the games on

          • Alex | FamousIsLIVE

I didn’t say anyone was blindly supporting the company, That’s what you wanted me to say so you could comment. I said they are blindly supporting them on the F2P issue because they don’t want to hear Microsofts side of things.

        • paulinacio

lol How is that?? Microsoft changed almost all there policies to match Sony’s PS4 and if you actually kept up to date with the PS4 then you would know that Mark Cerny has been working on the PS4 architecture for like 4 years to make it into what it is today. Sony announced PS4 and all what it can do 1st such a DVR, CLOUD, Share button, and more yet Sony waited for Microsoft right?? Your opinion are not based and facts and claiming Sony waited for Microsoft to F up and do the exact opposite is just plain dumb

          • Alex | FamousIsLIVE

I didn’t say Sony is waiting for them to do the exact opposite. Once again, that’s what you wanted me to say. All they do is wait to see how a Microsoft decision turns out. And if the community doesn’t like it, they make it out to be this big deal when it’s really not. Just so they gain momentum.

            • paulinacio

hmm that’s funny because your pretty much said the exact same thing once again. Saying Sony waits for Microsoft to make a move then sits back watching the feedback they get is waiting for Microsoft to make the 1st move lol Sony isn’t doing that tho and all they did was make a few jokes about Microsoft’s Policies which isn’t breaking any crimes

            • the greater gamer

Maybe hes an idiot thats caught you in a web of mindless nonsense

    • Mark Lenz

      Man you’re a fcuk’n idiot.

Why are we infested with them here?

      • Mike

hah Im a fan of the Xbox 360 but not a fan of Microsoft nor the Xbone. Anyways the people that defend the Xbone are either young, dumb, young and dumb, naive (well I guess that goes under dumb). People that defend the Xbone sound so dumb because there’s nothing good to defend. Im a Xbox fan and I know when to draw the line. I knew when Microsoft talked about Facebook and Twitter before gaming it was time to look else where.

        • XFistsClenchedX

There are tons of reasons to buy the Xbox One. Based on your poor grasp of the English language, I’m glad you won’t be polluting Xbox Live in the future.

          • ScavHD

Don’t worry you will have the other 100000 mic screaming kids…oh wait, not only will the mics be picked up but their TV’s also because it uses the kinect for the mic by default, and a lot of kids don’t buy headsets….

            • XFistsClenchedX

Most “kids” will be buying the PS4 because it’s cheaper and “OMGZ GRPHUX!!11″. The Kinect won’t pick up the tv and that is the most annoying part about playing with people who use the Kinect as their mic. The new Kinect filters that out for the most part. It is rumored that Microsoft may go ahead and add in headsets with the consoles. Most people will probably go out and buy Turtlebeach headsets anyway. Muting people takes about a second on the Xbox anyway.

            • Raymond Featherston

Actually from polls I’ve seen about an equal amount of “kids” will be picking the Xbone, price means nothing when it comes to how many kids are on a console. You forget the wild sales of the IPhone 5 (which originally ran anywhere between $350 and $550 depending on retailer) and there were plenty of kids who got there parents to buy that even though there are cheaper options (I know this from experience, residing in a high school for 8 hours a day has its advantages). With the holiday release dates of the consoles I doubt that the price will have a big effect on the amount of kids on either console.

            • the greater gamer

Actually price does factor in since its the parents buying the console not the kids and in most studies the average gamer is in there 30s.

            • uwantSAM0A

If children are wising up and realizing the advantages of the PS4, why haven’t you?

            • the greater gamer

You could always just mute them but your too dumb to know that.

            • ScavHD

Oh i know that, but then you are playing in a dead lobby.

        • the greater gamer

When did they talk about facebook and twitter and if your refering to the policies they had in place they reversed them soooo you must be too dumb, young, dumb and also young and with a bit of dumb sprinkled on top to understand such things

    • QwietStorm

Care to explain what the hell that means?

      • the greater gamer

I dont even think he knows what hes typing being a moron and all

        • QwietStorm

lol then I also withdraw my question

    • paulinacio

lol Why do you feel the need to diss Sony just because a article isn’t positive about Xbox?? People love F2P games with myself included and I cant wait to play some Warframe, Blacklight Retribution and PlanetSide 2 on PS4 so I’m blindly supporting them lol Such a dumb comment

      • XFistsClenchedX

Lots of people don’t love f2p games. Most f2p games aren’t games I’d care to play anyway. Warframe and Blacklight Retribution are mediocre games. If you’re playing f2p games, you might as well say, “I love microtransactions”

        • paulinacio

lol I can love F2P and not love Micros-transactions LMFAO There is many great F2P games like PlanetSide 2 that is AWESOME and just because you dislike F2P doesn’t make yours or Alex opinion fact

          • XFistsClenchedX

Well, I’d rather buy the full content of a game for $60 than have to piece it together paying between $2.50-7.50 for each weapon. Plus I don’t want games built around trying to get you to pay more than $60 for a game.

            • paulinacio

lol Have you ever played a F2P?? You can upgrade like normal but you can pay for shortcuts lol By no mean do they obligate you to buy stuff and the developers of Warframe actually explained this stuff if you were not such a Sony hater you would know this

            • Alex | FamousIsLIVE

Being a Sony hater = Not knowing anything about F2P games. I don’t see the connection.

            • paulinacio

Might point was that Xfists is a hardcore Xbox fan lover and anything Negative about Xbox will be “I don’t like that F2P anyways” I wasn’t trying to say he was a Sony hater because F2P and anyways you are the one that brought Sony into a article that really isn’t related. Both Console will have Pros and Cons but don’t try to sweep the Cons about Xbox One by bringing Sony’s CONS into the conversation

            • Raymond Featherston

Smh, you were the one that brought Sony into the conversation in the first place, and like Paul said a lot of people (on both sides of course) like to sweep the problems with their console of choice under the rug by bashing even the tiniest error with the other option. This goes with positives as well, people over-glorify the tiniest feature of their console while again making the positives of the other consoles seem as stupid or unimportant as possible. And from Paul’s viewpoint that is what Fists was doing, as he does have a history of over glorifying the Xbox while consistently hating on everything the PS4/Sony does, so yes in this case it does kind of look like what Paul said.

            • Alex | FamousIsLIVE

I wasn’t trying to make it that way but of course thats what it turned into. -__-. The internet is a rough place to be while consoles are announced

            • the greater gamer

Then stop commenting dumbass if its “rough”

        • Raymond Featherston

Microtransactions actually make sense in f2p games though o_0. And I am sure that you agree that Alex thinking that anyone who gets excited about f2p games is blindly following Sony is ridiculous, especially considering more f2p games are born on PC than console. him saying that is like me saying anyone who plays Halo or Gears of War is blindly following Microsoft (I don’t believe that), games especially free ones are a good basis to choose console (or platform) on, and to be frank his statement is pretty (IMO) stupid and ill informed.

          • XFistsClenchedX

You misunderstand or seem to. Games are free because of microtransactions. Microtransactions allow a game developer to take way more of your money than a regular game.

            • Dirtknap

That’s quite a broad statement. There are plenty of F2P titles that are powered by ethical micro-transactions. PS2 and Path of Exile are two such examples in which you can play the game in its entirety without spending a dime or feeling you are playing a diminished version of the game. Any money spent is basically a conscience vote in support of the developer, and rewards them for their time and effort.

            • Raymond Featherston

See the thing is they can try all they want, but it is fact that the option IS there you do not have to pay anymore for the f2p’s microtransactions than want to. Why it is beneficial to pay, it is still optional and NOT forced and that is what you seem to misunderstand. That is the whole concept of f2p titles, if your so against microtransactions in f2p games please explain how those companies are supposed to earn profit from that games that they work hard on. Bottom line: Seeing as how they are completely 100% optional to not buy microtransactions on any game, (even full priced games, the whole optional thing is why I do not get why people hate on Acti for putting them in BO2) if you do not like it then don’t buy them it is as simple as that and there really is no reason to complain (I’m not saying that you are). And before you say the only way to win in f2p games is to pay for stuff, well that is simply not true others may have fancy gadgets but if you are really good at a game it doesn’t matter if you don’t have the best gear, in other words skill>fancy toys.

            • Mark Lenz

You don’t have to pay if you want to play.

These Free 2 Play games aren’t Pay to Win.
You’re either uptight or constipated. If it’s the latter, why don’t you take your “Clenched Fists” and give yourself an enema?

Maybe then you won’t post worthless shit.

          • the greater gamer

The only annoying in f2p games is to me when you buy a gun or some gear and you only have it for a week or some short period of time

        • Chad Eugene Rash

Blacklight is 1000x better than the copy/paste CoD & BF games we get. Its a game where skill is required.

        • Masada157

          Team Fortress 2

          Your argument is invalid.

      • uwantSAM0A

Couldn’t agree more with you. Also, even though it’s a wallet destroyer, I could get back into DCUO running on better hardware.

  • jaskdavis

So he is complaining about the abundant updates for the game after release which usually cost money, but recently MS confirmed they would not charge for patches and updates on Xbox 360 anymore for Devs… Why are they complaining again?

    • Ryan Schulze

For the process, not the fee. But we probably know better than he does. I’m sure there is nothing to be concerned about here. Just like all the other little stories about Microsoft and their consoles. Stories from developers should be ignored, since they know little about the companies and systems they work with.

      • paulinacio

How would we know better then the developers them self?? Developers deal with Microsoft and Sony 1st hand while all we know is what we hear from the net

        • Mr. Thuggins

          Sarcasm.

          • Ryan Schulze

Guess I errantly thought that was obvious, but this is where text fails us. It is hard to capture implied feeling or viewpoint. Working in sports broadcasting for years, we often did follow up interviews with athletes trying to clarify their “printed” statements.

            • Mr. Thuggins

I think the misunderstanding was caused more by the language barrier than text. I think he’s Portuguese, though his English is better than some native speakers on here.

            • paulinacio

The problem was more text. I can speak English perfectly but due to the age I left the US my grammar and punctuation is pretty weak not knowing Portuguese when I arrived here but after I read the comment over again I was able to see the sarcasm clearly lol

            • Ryan Schulze

I respect the hell out of you for posting on a forum in a language that isn’t your first. I took years and years of Spanish, lived in Texas and Southern California, and can still barely put together a sentence, let alone actually converse in the language.

            • paulinacio

Thanks man =) what really hurt me moving to a new country with a language I didn’t know was learning stuff in school when your teacher didn’t know a word of English =/

            • Ryan Schulze

I can only imagine. When I finally got to Spanish classes where the teacher wouldn’t speak any English, my grades went from straight A’s to fighting for a C.

            • paulinacio

Re reading it back to myself I get the sarcasm =) My bad lol I guess I need to double check post before I make assumptions

    • B_Boss

Its the process as Ryan said. Its irritating and annoying for a F2P game. This, I can understand big time.

  • QwietStorm

Makes no difference to me. I’ll be on PC and PS4.

    • the greater gamer

Why would u read it then it doesnt effect u?

      • QwietStorm

        Interested in the developers’ perspectives.

        • the greater gamer

Good point i withdraw my question

  • XFistsClenchedX

So far, I haven’t seen any free-to-play games I care about. The model has a great sounding name, but in reality, it isn’t all that great.

    • Mark Lenz

Most people would disagree with you. Free 2 Play games mean more choice and adds to the PS4′s game library. Sucks to have an XBone with hardly any good titles to play let alone to pay for.

Now that Sony is having an open invite for all indie developers to come in and add to their earning potential on the PS4, I can see games like Hawken raking in more money than TitanFall.

  • http://www.facebook.com/datkidfromawendaw Clay Johnson

So the only reason Warframe isn’t coming to Xbox One is because of this? I mean it doesn’t matter to me considering me going the PS4 route, but I just don’t get it. How does self publishing a title make it any better? But then again how does Microsoft feel just because they would be publishers mean the quality is somehow better? I guess it’s a bit different, but Bethesda pushed Skyrim updates continually for the PC version despite the Xbox and PS3 being several versions behindMinecraft devs said their disdain for it also but that isn’t stopping the immense popularity of the game on Xbox 360 and I guess they are the only one who realize that’s what matters most.

  • Mr. Thuggins

This doesn’t concern me much because I have yet to come across a F2P that really piques my interest. I’m not counting out the possibility of one catching my eye, so Microsoft needs to rethink their position.

  • Chad Eugene Rash

DUST 514 is F2P & there are thousands that play it daily. There is no P2W model for it.
