Update: Ubisoft has announced that PC and PS4 players should be able to connect now, while Xbox One issues are actively investigated. In short, The Division 2 down time should be over for two platforms.

If you’re trying to log in to Tom Clancy’s The Division 2 but can’t, don’t fret, it’s not you, but it’s Ubisoft. As of the momtent, The Division 2 down on all platforms, and thankfully, Ubisoft is aware of it.
In a post on the publisher’s official forums, they’ve stated that they are aware players are having issues connecting to the game on all platforms.
We’re aware of an issue currently affecting connectivity with our games and ability to access Cloud Save data on Uplay PC. We are working towards resolving this. We apologise for any inconvenience caused and appreciate your patience.
Update (15:56 UTC): We are still working to resolve the issue. Thank you again for your patience.
