Update 2: EA has said that they have narrowed down the issues impacting Franchise leagues, though it still hasn’t been fixed.

We've narrowed down the issue impacting some Cloud Franchise leagues being unavailable.
In order to address the issue, it will require server maintenance.
We're currently working on the timing of the server maintenance with our teams and will thread an update below.

So far, the studio hasn’t mentioned what’s in today’s title update, but did announce that there was server maintenance incoming today:
Server Maintenance is scheduled for 6:00 AM ET tomorrow, Tuesday, December 13th.

In addition to the maintenance, the dev team has also confirmed that there is a Competitive Field Pass XP glitch, which could be one of today’s fixes:
