According to the official Xbox’s Support Page, Xbox Live Core Services are back up and running, save for issues currently affecting Diablo III on Xbox 360 and Xbox One.

In the wake of attacks on Sony’s PlayStation Network, users on Microsoft’s Xbox 360 and Xbox One are now reporting issues signing in to Xbox Live’s online services.
Reports are coming in from both Xbox 360 and Xbox One forums on Reddit, though the interruption is seemingly affecting only a handful of individuals and does not appear to be widespread.
It’s also not clear if the interruption has anything to do with the attacks Sony’s PSN is experiencing or if it is an entirely separate issue. If the same group is attempting a DDOS attack on Xbox Live services, their efforts don’t appear to be as effective. As of this writing, MP1st staff is still able to sign in and out of Xbox 360 and Xbox One profiles without trouble.
Nevertheless, as of this writing, Xbox’s support page now lists “Limited” Xbox Live Core Services:
