As a response to this, DICE has announced that the attachment is currently disabled for the time being once it’s been tweaked.
We have temporarily disabled the 12G Frag rounds attachment in #BattlefieldPortal to address an issue with it's damage output.
We'll re-activate this attachment in a future update once we have restored it's intended behavior, and we'll let you know when it's back in-game. pic.twitter.com/TjFmDAwqDX

While this is bad news, this is better than having the experience ruined by people just spamming this all the time. For Battlefield veterans, this is not anything new, as Battlefield 3 had a similar problem with the USAS-12 and the Frag Rounds ammo type too.
